BIO
John is a Senior Lecturer in Law and is Co-founder and Director of the Sussex Terrorism and Extremism Research Network (STERN).
John's research is centred around terrorism and counter terrorism. He is an independent expert adviser on counter terrorism at the United Nations and has convened, contributed to and chaired high-level international conferences and expert group meetings on a number of related areas including organised/terrorism linkages, rights of victims of terrorism, right-wing terrorism and post-conflict counter terrorism and criminal legal reform.
John was appointed as a counter-terrorism expert for the Education for Justice (E4J) project, organised under the auspices of the United Nations Office on Drugs and Crime (UNODC) in January 2017, and was the co-lead Investigator on the first E4J project on 'Strengthening Research and Evaluation Capacity on Linkages Between Organized Crime and Terrorism Within Tertiary Institutions Globally' (2017-2019). Specifically, John has worked on the nexus between crime and terrorism in a global context as part of this project, working with the Terrorism Prevention and Organised Crime Branches of UNODC, and authored a University-level module entitled 'Linkages Between Organised Crime and Terrorism' which is intended for use as a teaching tool for lecturers at university and tertiary level institutions worldwide: https://www.unodc.org/e4j/en/organized-crime/module-16/index.html.
In 2017 John co-organised and co-convened a high-level workshop examining the links between terrorism and organised crime with the Royal United Services Institute, Whitehall. John co-authored a journal article examining the linkages between terrorism and organised crime in the context of Northern Ireland, which contains the first interaction model on the nexus tailor-made for a national jurisdiction and which introduces new typologies of crime-terror interaction, supported by case studies and empirical work.

Between 2017 and 2021 John was the Principal Investigator in a project aimed at strengthening legal protections and support for victims of terrorism during criminal proceedings in Afghanistan. Working in collaboration with the Terrorism Prevention Branch of UNODC John secured funding from the ESRC Global Challenges Research Fund and the International Development Challenge Fund (IDCF) and convened and chaired meetings with international and Afghan legal experts and justice officials in Vienna and Abu Dhabi. John later drafted Good Practice guideline reports containing recommendations which informed reviews and amendments to Afghanistan's Criminal Code designed to enhance human rights protections for victims of terrorism.
In 2021-2022 John co-authored a UNODC Manual on Prevention and Responses to Terrorist Attacks on the Basis of Xenophobia, Racism and Other Forms of Intolerance, or in the Name of Religion or Belief. https://www.unodc.org/documents/terrorism/ManualXRIRB/UNODC_Manual_on_Prevention_of_and_Responses_to_Terrorist_Attacks_on_the_basis_of_XRIRB.pdf. Published in July 2022, the manual examines the evolution of this type of terrorist threat in six Member States and is aimed at raising awareness of these threats and the impact of existing legal, operational and administrative countermeasures. Following this, John published a journal article examining the impact of existing counter terrorism legislation in the UK on far-right terrorist offending: Jupp, J. 'From Spiral to Stasis? John is also a solicitor (currently non-practising) with extensive practice experience and established the first in-house legal clinic at the Sussex Law School, which is now part of Sussex Clinical Legal Education. Run with assistance from law students in a similar manner to a law practice it provides free legal advice to members of the local community.
